Technical Perspectives on MRLs as International Trade Standards
Maximum Residue Limits, whether established at the national or Codex levels, are utilized as trade standards in the international exchange of food and feed. The standards (1) represent residue maximum residue levels expected from use in accordance with national registrations or GAP (good agricultural practice); and (2) have been shown to be safe for human dietary intake. Those commodities with pesticide residue levels below the limits may be exported/imported. Those commodities in excess of the limits should not be exported or may be legitimately refused by the importing country. As the OECD Expert Group on Residue Chemistry attempts to produce a harmonized set of residue chemistry guidelines for the generation of studies that ultimately lead to the MRL values, numerous technical problems are encountered that must be resolved in order to harmonize national needs. Some successes and challenges are summarized herein.
