Designing the Tallest RCC Dam Raise for San Vicente Dam in Southern California

Programmed to start construction in 2009, the San Vicente Dam raise project will increase emergency and carryover water storage for the San Diego region in Southern California, USA. The existing 67m high concrete gravity dam, built in 1943, will be heightened by 36 meters using roller compacted concrete (RCC). The dam raise will increase the reservoir capacity by 188 × 106m3. When completed, this project is expected to be the highest raise of a concrete dam in the United States, and the highest raise in the world using the RCC method. The dam raise project comes on the heels of the San Diego County Water Authoritys Olivenhain Dam project, completed in 2003, which also contributes to emergency water storage for the region. Standing at 97m tall, Olivenhain Dam is the highest RCC dam in the United States. Begun in October 2006, the final design for the dam raise has incorporated many lessons learned from the Olivenhain Dam project as well as other concrete dam heightening projects around the world. This paper presents important aspects of planning the dam raise and key technical challenges being addressed during the final design. These challenges include developing an RCC mix with characteristics similar to the existing dam concrete, selecting a quarry site for efficient RCC production and delivery, identifying methods for bonding the interface between the new RCC and existing dam, and maintaining water supply operations during construction.
