This article first defined definite 、uncertainty information and analyzed the connotation of every kinds of uncertainty information (stochastic information, blurred information, rough information, uncertainty information, Universal Grey information), Discussed and studied the collective theory of all kinds of information-- Universal Grey collection; Established the mathematic basis for studying the information—uncertainty mathematics; Finally, Talked about the basic frame of uncertainty systematic theory: definition and connotation, basic principles, basic theoretical frame, practical theory and means, perspectives and scientific meanings, then proved that uncertainty systematic theory is an inevitable tendency of the development of science.
