Research of Evaluation Indicators Supporting Innovation

摘要：

This paper demonstrates the basic theory and principles of R&D evaluation. Based on view of supporting science and technology innovation, the paper designs the evaluation indicators systematically, the indicators covers individual, group and institute three levels. Beyond that, the evaluation system also includes indicators for innovation behaviors and process.
