Projects Investment System Study in the Estuary of the Yellow River

摘要：

This paper analyzes the construction of management model and discusses the investment system in the present. The controlling the estuary of the Yellow River not only is crucial to the social and economic development of the Delta, but also has influences on the flood control and the river channel change. In order to layout and construct overall, the central government should pay for the investment of the construction projects.
