The application and promotion of tendering and bidding is getting canonical to the Yellow Rivers flood control projects. The promulgation and implementation of Cost Evaluation Norms for Bill of Quantity of Construction Works provides a platform of an unbalanced tender offer for construction enterprises. This paper delivers a brief deseription on the background causes, manifestation, and aftereffects of the unbalanced tender offer as well as the strategies and measures for impartial and reasonable tender pricing.
