APPLICATION OF THE METHODOLOGY FOR RISK ASSESSMENT OF A CAISSON BREAKWATER DURING CONSTRUCTION TO EVALUATE THE INSURANCE
To date no methodology to calculate the insurance premium for breakwater construction has been developed. In order to evaluate it the method to evaluate the risk to build a caisson breakwater by Esteban and Shibayama (2007) was employed. Using this model the wave climate for each month of the construction is modelled using the NOWPHAS Report published by P.A.R.I. in Japan, and from this it is possible to determine damage to the caissons using the deformation-based reliability design method. This model was developed by Shimosako and Takahashi (2000) and modified by Esteban and Shibayama (2006) to include tilting. A case study for Kanagawa Prefecture in Japan was performed using the methodology of Esteban and Shibayama (2007). By employing the Monte Carlo technique the expected probability that a caisson would be displaced during construction was calculated, and this was used to calculate the premium that would have to be paid to insure the breakwater during this time. Due to the seasonal nature of the wave climate in Japan the calculated premium is dependent on the month when the construction of the breakwater started. This result compares well with the experience of Japanese contractors, who usually start work in the spring period in order to avoid the August-September typhoon season.
