Research on Strategic Policies toward Lively Metropolitan Areas in Japan
On the basis of summarizing the fundamental circumstances of urban development in Japan, some issues that most Japanese urban areas are facing have been analyzed in this paper. The design of urban areas to promote regional independence is discussed by means of analyzing the crucial factors. The paper focuses on three aspects of urban areas, namely: (1) decreasing population and the aging society, (2) renovating large cities combined with metropolitan functions and problems related to the primate city of Tokyo and development of lively urban areas, and (3) strategically improving provincial cities. The first part of the paper reviews that the population of Japan had a peak last year and will certainly begin to decrease. In the second part of the paper urban area renovations to develop more vibrant economic societies, including changing the structure in Japan from the single hub of Tokyo and urban improvement for development of better national land structure, is analyzed. The final part of the paper considers strategies to improve provincial cities. Because of the changes in industrial structure, most of the smaller local cities are losing their vigor and are not effective as regional bases. Combined with the situation of Japan, grand design for urban environments has been put forward in a national development plan of Japan.
