The Selection of City HR Environment Evaluation Indexes

HR environment was defined as the system, state and correlation of all the factors in a certain region, which can directly or indirectly satisfy basic human needs. It advanced that HR environment contains several fields, such as physical environment, social environment, political environment, economic environment, cultural environment, living environment and so on. The relation between human needs and HR environment was studied. The findings of the research confirm that basing on peoples different needs, different people have different requirement on the environment. 72 evaluation indexes are selected to construct the evaluation system of China city HR environment, including the nature, society, culture, habitation, laws & policies and economy. The positive filters are conducted by way of the analyses of subjection degree, correlation and distinguish ability. Finally, the China city HR environment system of 42 evaluation indexes is established.
