Study on Land Markets in Lao PDR

Land Market is one part of the land policy which is the heart of economic and social life and environmental issues in all countries. Efficient land markets and security of land tenure,on which they depend, are important in order to permit land to get allocated to its most efficient use and users and to encourage land-related investments and sustainable use of land. The research methods is based on the secondary data which issued by the Lao Government and the result of this study shows that land markets exist in Lao PDR, they are not yet considered to operate efficiently, effectively such as: (1) informal land market exist (2) Valuation Information System (VIS) is over-estimated th erefore in some case people tried to avoid registration, Bank do not used VIS which offered by Department of the Land (3)defining the price of the land lease or land concession are based on discussion between renter and the Department of State Assets Management (4) Many Lao citizens try to rent property based on a verbal agreement to avoid official registration because Tax Offices collect 30% of the lease value as income tax. Data of land market in Lao PDR has been collected by this report.
