Urban sprawl, reckless development, and smart growth policy: Korean case study on Yongin City
The paper exemplifies the causes and phenomena, the problems and policy responses to the reckless urban fringe development in Korea. Yongin City is located south of the Seoul metropolitan region, 30 kilometers away from the center of Seoul and adjoins with the new town of Bundang. Housing shortages and saturation of urban land in Seoul were push factors that encouraged population dispersion away from Seoul. As a result, population of Yongin has increased from 183,000 in 1992 to 702,000 in 2005, and is forecasted to be 1.3 million by 2020. Series of policies and regulations on land development have applied to Yongin. Land development in Yongin, particularly by private companies, was characterized as small-sized, scattered and unplanned, spreading out around existing built areas and arterial roads. Furthermore, private developers did not provide adequate infrastructure. Urban sprawl in Yongin destroyed much of natural environment and agricultural land as new development converted green areas to urban landscape. After the central government nnounced the comprehensive measures against urban sprawl in May 2000, Yongin started to create an urban planning system, establishing the 2016 Urban Basic Plan (1996-2016) in 2001. The 2016 Plan was the first master plan made in Yongin and focused on preventing reckless development and urban sprawl. After the enactment of the Act on Planning and Use of National Territory in 2002, Yongin started to revise the comprehensive city plan toward the year of 2020. In preparing the 2020 plan, Yongin conducted the land suitability assessment over the managerial zone and designated the second type district unit planning areas.
