Urban Land Readjustment and Urban Smart Growth Management—A Case of Taichung City, Taiwan

Land Readjustment (LR) is an effective tool for urban land use planning practiced by many countries in the world. Many cities in Taiwan have implemented urban LR projects since the 1960s. The City of Taichung has so far completed eleven urban LR projects since 1965. The twelfth project is currently underway. There is nodoubt that the LR project has many advantages for urban development. However, it may also have negative impact on urban smart growth management. This paper takes the City of Taichung, Taiwan as an illustration. The problem to be investigated is whether the implementation of urban LR project serves the purpose of building a sustainable smart growth city which is the current worldwide trend.
