Spatial Planning of Agricultural Industry Oriented to Liveable City Construction

Modern urban agriculture is the trend of agriculture development in Beijing. Inview that Beijing is a big city with 15 million citizens and puzzled by deficient water and land resources, the development of modern urban agriculture should address more attention to the landscape and ecological functions of agriculture, so as to serve the goal of building Beijing a more beautiful, livable city. Based on this idea, in this paper, spatial planning of agricultural industry is defined and four agricultural development rings radiating outward from the city center are planned, including: 1) innercity ring for urban beautification; 2)city-skirt ring for green landscape; 3) suburban plain ring for efficient ecoagriculture and 4)mountainous region ring for ecological-conservation characteristic agriculture. Such spatial planning of agricultural industry breaks through the traditional pattern of agricultural ring and is harmonious with the specific land resource situation, the city spatial structure and the social-economic development orientation of Beijing. Such spatial planning highlights public benefit while concerns less about farmers’ economic benefit, so it’s hard to realize singly through market mechanism, instead, the government should directly pay farmers subsidy and use other forms of financial transfer payment to make the planning become a reality.
