An Economic Analysis of Municipal Solid Waste in Japan

The rapid urbanization of the Asian region has raised the economic aspects of municipal solid waste (MSW). The treatment of MSW is indispensable for improving urban QOL and new technologies such as incinerators have been developed. However high-tech facilities have high-costs. Therefore it is important to set up a regime to reduce waste generation, and establish a reasonable cost sharing system for the actors. Based on the Japanese experience, this paper will carry out an economic analysis of MSW incineration and the fee- based collection policy, as well as the recycling systems for container and packaging waste and for household appliances, both of which are closely connected to MSW. The results of this analysis point out: Firstly, that the cost and the system of waste recovery and separation is a very important part of MSW management. Secondly, the cost bearing system and the timing of payments are decisive factors for waste reduction. Thirdly, we need to institute a social system for reducing waste, as well as to prompt technical innovations.
