CO-Utilization of Municipal and Agricultural Bioorganic Waste in the Context of Renewable Energy and Circular Economy in China
Chinese environmental policies on Circular Economy, Renewable Energy, Abatement of Green House Gases and Pollution Control from Waste Disposal demand for significant changes in Solid Waste Management. The current disposal practice, which is mainly land filling, incineration (8.6 %) and composting of mixed waste (5.4 %) cannot cope with the policy targets 1. The eleventh five-year plan till 2010 is targeting treating at least 60 % to improve the treatment ration of collected waste from 53.5% in 2005. This requires an additional capacity of 40 mt/a, which relates to an increase of 50 % under consideration of additional waste quantities from urbanization, consumption and collection. Arable land for energy crop production in Asia, including China, is highly limited (FAO, Mueller, 2007). NDRC anticipates a biomass electrification of 30 GW_(el) from biomass in 2020 (China Renewable Energy Law, 2006). Biogas resources are mainly organic waste from agriculture and agro-industries, sewage sludge from waste water treatment and MSW landfill gas (LFG) collection. But as LFG collection cannot be efficiently applied in China the amount of bioorganic matter from urban household waste (BMW) should be considered a resource as such. The feasibility of collecting source separated bioorganic municipal waste (BMW) was shown during the two years Sino-German RRU-BMW pilot project in Shenyang 2. Based on these figures in 2050 from300mt/a of BMW at least 18 GW_(el) (75% performance) may derive from BMW biogas 3, which is equal to the capacity of another Shanxia - Three Georges Hydropower Project or to a dozen mid size atomic power plants.
