Preliminary Study on Requisition-Compensation Balance of Farmland Resources in Xinjiang
Requisition-compensation balance of farmland resources is always an important problem of the national land resources management in China. Having analyzed numbers of requisition-compensation of farmland land from construction of Xinjiang and the backup farmland land resource of Xinjiang until 2030. It can be concluded that long-term requisition- compensation of farmland resources in Xinjiang can be surely realized. Based on special nature, economy, humanities condition of Xinjiang, it can be said that the grassland resources should be protected like farmland protection. It should be adopted certain economical measurements to encourage people who compensate better and more farmland after occupying farmland to construct and to punish tbe contrary. Then, the amount, quality and ecological balance can be realized surely in the process of Requisition- compensation balance of farmland resources. Aim at the balance of ecosystem, it is necessary to further classify ecology-use land category in the land classification system. It is necessary to research grasslands resources graduation. It is important to divide grade of grasslands resources based on its ecological effects. And it is feasible to develop and reclamation the backup farmland resources scientifically and reasonably in Xinjiang. All these works can provide necessary theories and technique foundation for the long-term requisition-compensation balance of farmland management of Xinjiang.
