Macro-Control of Land Guided by Scientific Development Outlook
The macro-control of land changes greatly in means, content and purpose after three rounds of National General Land Use Planning in 1987, 1997 and 2003 respectively. Under the guidance of scientific outlook on development, the macro control of land has been transformed gradually from the redress type, one-dominating type and shortsighted type in the past into long-term acting type, public participation type and sustainable type. During this process, the administrative means shall be weakened and the regulating means of law and economy shall play a greater role. From now on, in order to execute the macro control of land more scientifically and cfficiently, the vertical management of land must be implemented, in addition to increase the publicity degree of land information and adopt widely new technology and new methods etc.
