Development of Minimum Energy Performance Standard for Industrial Motors in Vietnam
This paper reports the results of Development of MEPS for Industrial Motors in Vietnam Project carried out in 2005. Revising of the draft of MEPS for industrial motors prepared by Hydro-Quebec in 2002 pointed out that the MEPS level of this draft is equivalent to the level to match worlds best regulatory practice for this product, currently found in North America. That is the reason why this draft cannot be approved by authorized agency-Vietnam Standard Center (VSC). In order to identify the most appropriate MEPS levels for industrial motors in Vietnam, we followed the MEPS developing procedure proposed by Department of Energy (USA). The technical supporting documents (including: the overview of MEPS in developed countries, The survey & assessment of Vietnam motor manufacturers, The screening analysis, technical analysis, assessment of incremental cost for local motor manufacturers to produce HEM, The energy-economic-environment impacts of HEM) are prepared and distributed among stakeholders for comment and consensus. These documents help the Technical Committee of VSC to choose the level of MEPS for industrial motors produced in Vietnam to match to the level of AS/NZS 1359.5-2004. The new draft of MEPS for industrial motors in Vietnam has been set out in TCVN 7540-1:2005 and TCVN 7540-2:2005 issued in March 2006. The future direction for Vietnams MEPS program is discussed. The successful lesson from this project will be applied in establishing MEPS for other electrical appliances such as lighting equipments, fans, etc. in the framework of National Program of Energy Conservation and Efficient Use of Vietnam.
