Ensuring NEMA Premium Electric Motor Purchasing Persistence through Motor Audits and Policy
Since the Energy Policy Act of 1992, numerous utility sponsored programs have sought to increase the penetration of 1-200 hp NEMA Premium class motors into the commercial and industrial sectors in the US. Various methodologies have been tried and according to NEMA national sales data, the market for NEMA Premium motors has steadily grown and manufacturers have increased depth of product. To many these trends suggest that few energy savings still exist in the motor sector. Results of an ongoing study by the New York State Energy Research and Development Authority (NYSERDA) suggest the opposite. An audit of 7314 motors from 73 large and small facilities in New York State, some very energy efficiency-conscious, found 85% of the motors are not NEMA Premium. After analysis using DOE MotorMaster+4.0, and using each end users specific ROI/Simple Payback requirements, it was. found that 63% of these motors were candidates for replacement or retrofit with a NEMA Premium motor. The unrealized energy savings from upgrading these motors alone equal 973kW (7GWh) and 7.1 million kWh annually. Comprehensive motor management practices are not the n6rm. And while some facilities claim to have adopted a NEMA Premium purchasing policy, the evidence suggests that they either have not, or have not implemented it effectively, resulting in a return to a first cost purchasing behavior. This paper reviews the following questions: Is the market transformed?, What is the actual penetration of NEMA Premium motors, and How can we ensure persistence? It discusses key barriers to market transformation based on findings from the NYSERDA program experience. Finally, it presents methodologies designed to overcome these barriers and ensure persistence through motor management, which would codify and institutionalize the purchasing policy for NEMA Premium motors where indicated.
