Accruing White Certificates by Means of Energy Saving Projects Targeting Variable Speed Drive Compressors
The monitoring and validation activities on energy savings are lately showing to have a significant boost both from International and also National energy policies perspective. From International, with respect to the assessment of the JI and CDM projects around the world, but also with respect to the ESD (EU Directive on energy savings) which, in Annex IV, calls for the establishment of a general framework for measurement and verification. From National, with respect to the adopted strategies to achieve the National Kyotos commitments. In this context the measurements and verifications are key issues for an effective tradable certificates mechanism, applicable to the promotion of energy efficiency in end-users sector. The author proposes a methodology, which comprises two stages, for the assessment of energy savings due to the replacement of load/no load controlled air-compressors with variable speed drive machines and a case study as a demonstration. In this paper only the a priori evaluation is reported. The whole methodology has been submitted to be considered within the energy efficiency certificates mechanism to the Italian Regulatory Authority for electricity and gas (AEEG), it has been successfully reviewed, but in June 2007 not published yet for consultation to stakeholders.
