Study on Incentive Mechanism Appraisal for In-grid Wind Power in China and Policy Suggestion
The scope of the paper is to give an overall review on the development process of in-grid wind power in China and the already-adopted incentive policies, to give out analysis on disputed wind resource concession policy in a game-theoretical perspective, draw out its limitation in policy designing and finally propose policy suggestion. The paper concludes that the temporal wind concession policy is far from its theoretical validity, even worse, is apt to result in complexion of low price competition and bring negative influence on the development of in- grid wind power. Thus we propose rational pricing policy that is a feed-in tariff system considering the status of local wind resource, local economic level and technology advancement for all smaller wind power projects, combined with a concession model for larger, staged projects, should be implemented to promote the development of wind power in China.
