Research of effect evaluation of E-government based on fuzzy comprehensive evaluation method
It is a complicated issue to evaluate the comprehensive effect of E-government which has multi- objectives. By far, there is no one evaluation index system and method which can be accepted by all the people. Furthermore, existing researches on this aspect have many defects. For example, they attach too much importance to evaluating economic and governmental interior effect, but make light of social and exterior effect. Besides, evaluation methods are mostly concentrated on qualitative analysis but neglect quantitative study. The paper puts forward an index system and a new model for evaluating the comprehensive effect of E-government is built by fuzzy comprehensive evaluation method. The presented model is proved to be easily-operated and can be used to evaluate comprehensive effect of E-government.
