RESEARCH ON SPATIAL STRUCTURE EVOLUTION AND SMART GROWTH IN BEIJING METROPOLITAN AREA
Urban planners in China Mainland often describe the spatial structure evolution of Beijing metropolitan area as Shaped like a large cake, which means the city expands from downtown to fringe area along the ring roads. Since the 1950s, Beijings master planning identified spatial structure of Beijing as multi-centers, separate units model after several amendments, which has played a role in directing and controlling the spatial structure. With the reform of housing system and land use system, market mechanism was established in urban construction which led to the increase in fixed assets investment, rapid development of real estate and acceleration of urban expansion. As the goals are different between the government and the developers, there are cooperation, contradiction and rent-seeking in urban contradiction and development. From all of above, the ideal of urban spatial structure has not been fully realized in practice and the single center spatial structure sprawls disorderly. There are urban diseaes such as traffic jam, low efficiency in land use and the deterioration in the quality of the living environment subsequently. The new round of the master plan aimed at changing this situation and urban spatial structure has changed the model to two axes, two belts and multiple centers. Whether this new model can solve the problems or not needs further research. In this paper the suggestions of urban spatial structure governing are proposed, after analyzing mechanism of the spatial structure evolution in Beijing metropolitan area, The issue of the smart growth in Beijing metropolitan area is discussed.
