Urbanization, Globalization and Planning for Sustainable Development: A Malaysian Experience
Rapid rate of urbanization all over the world, particularly in the developing countries like Malaysia, has put pressures on urban economy, facilities, infrastructure and environment. Urbanization, at present, is more influenced by global forces and technological revolution. Urbanization and globalization are interdependent and mutually reinforcing and shaping of urban form. The impact of urbanization on our living environment depends very much on the planning and management of urban growth towards sustainable development. This paper will present a conceptual framework for defining k-economy and globalization. An elaboration on urbanization and globalization process and their impact on urban development and spatial reorganization will be made. Issues and challenges relating to future urban scene are discussed with reference to the global economic forces. Issues regarding the role of planning in k-economy for sustainable development are discussed based on Malaysian experience. The paper will review efforts taken by the central government and local governments in implementing knowledge-based development strategies in Malaysia. These inchide the development Multimedia Super Corridor and Planning Information System as knowledge-based development initiatives and Malaysian Urban Indicator Network to monitor the performance of urban sectors, including the housing sector in meeting sustainable housing environments. As a planning strategy for sustainable development, econotnic, social and environmental factors are discussed and policy implications identified.
