Main Eco-environment Problems and Policy Suggestions in Developing Western China

In the development of western China, ecological environment should not be harmed for pursuing economic benefits, neither should economic development be ignored for the protection of environment. The Western China Development Strategy provides excellent opportunities for environment protection, meanwhile it also faces a series of obstacles, including hostile natural conditions, fragile environment, ever-increasing desertification, under-developed economy and society, great population pressure and inadequate infrastructure in the western region. This paper, based on both the Western Region Development Strategy formulated by the central government and the local conditions, analyzes the main eco-environment problems, discusses strategic tasks and makes policy suggestions on restoring and improving the eco-environment in the development of western China. The authors point out that the key issue to prevent and control desertification and to reach the goal of sustainable development is to enhance the protection and improvement of eco- environment and harmonize the relationship between the environment and the economic development in western China.
