National and Global Contexts for Land and Water Resource Policy-making: Changing Perspectives on Managing Risk

The purpose of the analysis is to show that the alleviation of local resource deficits-water resources or land related-lie as much in conditions outside the region of concern as within it. It will be shown that water resources can be moved to meet demands via technological measures. But the most spectacular impacts can be achieved via trade. About one fifth of the water used to produce food world- wide enters international trade in virtual form. The importation of water intensive food commodities enables water scarce peoples and governments to avoid the political and economic stress of mobilising scarce local water to meet competing demands. China being a political economy with a very large area also solves the problems of its water scarce areas by moving water intensive commodities from water surplus regions to water scarce regions. It will be emphasized that those making policy on land and water resources must take a comprehensive perspective on where solutions lie. Frequently, for example, solutions to a water resource problem lie outside the water sector.
