Models and Experiences from Desertification Control in Bashang Region, Hebei Province
This paper presents seven models concluded from desertification control activities and implementing key forest projects in Bashang region, Hebei Province, China. These models include: controlling sand by jointly using shrub and grass at the edge of sandy land; constructing farmland and pasture protection zones; developing protective forest on hilltops; controlling sand by using trees and grass in pasture zones; closing land by fences; reversing cropland to forestry or grassland; and developing high-yield ecological forest. In addition, numerous experiences are given on the basis of past management activities: i.e. , enhancing the roles of leading officials or managers, practicing responsibility system and improving related regulations and rules; promoting participation of the public and getting support from them; conducting scientific planning, realistic arrangement and stressing on key components of projects; relying on scientific and technological support, organizing demonstration and putting quality first; deepening reform, innovating new mechanism and developing incentive schemes; making new regulations and policies to enhance forest management and conservation. Statistics show that the forest area has now increased to 0.788 million ha with a 24.9％ forest coverage in six counties of Bashang region. Grassland coverage has increased by 50％ compared to the 1980s. Soil erosion has decreased to 1540 ton/ha. a from 5000 ton/ha. a in the 1980s. Mud inputs of Guanting reservoir have decreased to 3 million ton per year from 8.99 million ton per year in the 1980s. Mud inputs of Luan River are down to 1.78 million ton per year from 7.83 million ton per year in the 1980s.
