Spatial Decision Support System for Need Assessment of Educational Facilities in Tribal Dominated District

Education plays a key role in overall development and upliftment of the society. It improves the quality of life and accelerates the process of technological changes. In the Indian state of Jharkhand(which is a tribal dominated state),tribes are one of the most deprived and marginalized groups of people with respect to development of education in present scenario, besides a fact that a number of programmes and measures were initiated by central government & state government agencies ever since the Independence. One of the main reasons behind this problem is the lack of proper infrastructure and fruits of planning have not percolated to the grass root level. Geographical Information system (GIS) has been effectively used by the planners as an efficient planning tool to deal with such type of problems because GIS has the capability to enhance the visualization of the problem by giving attractive pictorial view and dynamic query. Linkage of interactive user-interfaces and a model-base with GIS gives rise to a new decision support tool called Spatial Decision support System (SDSS) which provide solution to above problem.The present study is concerned with the development of SDSS for planning educational infrastructure & management which would be helpful for the administrator to reduce the disparities in terms of the development of educational facilities in the tribal dominated development blocks in the state. It would also be helpful for monitoring the performance of various Govt. schemes such as School Chalo Abhiyan(Lets Go to School Movement) Mid Day Meal and Eklabya vidyalaya etc at its implementation stage.The basic modules of SDSS development here are1. Educational disparities,2. School dropouts3. Facility projection, and4. Scenario generation.Analytical Hierarchical Process (AHP) has been used for the analysis of educational disparities. Population and distance norms as per state Govt. has been used for normative analysis. The present SDSS will serve as a model and be implemented to the entire state.
