The Construction and Application of Awards and Punishment Institution in the Project Design Stage
Project design stage is very important to cost control. However, due to the lack of incentive institution, design staff are concerned with quality too much but ignorant of cost control, which leads to a higher project cost. This paper, based on rough set theory, analyzes the function and cost of project and establishes a quantified awards and punishment institution which combines incentive theory and profit-sharing theory. This institution relates the awards of design staff to project cost to drive the staff to control the cost. Finally, the method is employed in a case to display its feasibility and advantages.
