Analyzing the Service Industy Using TOC: Applying Critical Chain in Telecom Industry
The CNC Co, Ltd launched a program in 2001 combining principles drawn from the Theory of Constraints (TOC) and Critical Chain Project Management (CCMP). The telecommunication industry had been constantly plagued by apparent capacity shortages in virtually every department and additional manpower was being considered. An analysis using Theory of Constraints revealed that there was, in fact, more than adequate service capacity to handle the workload. The perceived lack of capacity was due to policy constraints imposed on the telecom industry as a result of a push scheduling mechanism. The arrangement provides timely and wonderful service while they raise the debt-to-asset ratio to an uncompromisable level. By implementing a pull system for scheduling repairs, the Center revealed capacity that had been masked. To improve the effect of the system, the study applies the theory of constraints and critical chain. TOC is a method that focuses improvement efforts on the elements that limit the response of the service system on operation. TOC is also a method to evaluate the performance of a process in the context of its contribution to the goals of the larger system in which it is contained.
