Study on Factors Restraining the Development of High-tech Industries of Shanxi Province and Countermeasures
In the information society, high-tech industries have become the most advantageous industries of the global e-conomy.Since the beginning of reform and opening up, open economic zones in the coastal areas have become the high-tech demonstration zones. For the development of high-tech industries, Shanxi lags behind the coastal areas and even behind some western regions.Therefore, the research on the bottleneck in the development of high-tech industries of Shanxi and countermeasures is of great practical significance. This paper analyzes the present status of the high-tech industries of Shanxi, and considers that the following factors restrict the development of high-tech industries. They are the lack of high-tech talents, the weakness of technological resources, lack of funds and unrelaxed policy environment. Through the analysis of these restraining factors, the paper aims to put forward some measures to promote the development of high-tech industries of Shanxi.Firstly, Shanxi should focus on the development of characteristic dominant industries such as the information industry, bio-medicine, new materials, energy, deep-processing, mechanical and electrical integration industry. Secondly, high-tech enterprises should cooperate with universities and related research institutes. Thirdly, high technology should be applied to traditional industries. Next, Shanxi should optimize the allocation of human resources. In addition, it is very important to establish risk investment system and risk avoidance mechanism. Lastly, Shanxi should try to create a relaxed policy environment and a sound legal environment.
