Risks versus Intendance Policies to Information Systems Engineering in China

摘要：

In this paper, firstly, the inherent risks of duality mechanism in information system developing are illustrated. Secondly,the functions of intendance are proved on the basis of each risk preference of all three participants and then the necessary and sufficient conditions that the functions put into effect are pointed out. As a result, the ongoing intendance policies of China are analyzed and the positive functions, whereabouts of lacks and overwork are demonstrated.
