Academic Tech Transfer and IP Management in Japan: Recent Developments and Some New Evidence
University-Industry Cooperation (UIC) began to attract attention during the recent recession in Japan. Particularly, theJapanese National Universities became independent administrative entities in 2004; university-based research is increasingly leadingto business opportunities beyond academia. This paper aims at providing some new evidence on some key factors behind themechanism for promoting of Academic Technology Transfer, and on the major forms of UIC in Japan. Based on this analysis, thispaper examines the TLO Law, Japanese Bayh-Dole Act and UIC related policies since 1998 and try to review the effect of enactmentof these policies. It also examines the current system for managing ownership of IP in university inventions and provides adiscussion of challenges for Japanese national universities to successfully manage IPR after incorporation.
