Simulation Based Budget Control of a Voucher System

摘要：

Voucher is a kind of notes with values issued by governments for welfare projects in western countries. To control the budget of a voucher system, we analyze its operation rules and flow process. The random factors in the system are described by stochastic variables with different distribution functions. Then, a relative simulation model is built. Based on a large number of simulating running of practical data, three efficient control rules are proposed and tested. The simulation system is applied to a voucher system for drug and alcohol abstinence in a state of USA. The satisfactory results have been achieved.
