A Method of Building Response Mode on Emergency
In the process of response to an emergency, quick and effective command-assignment is the key approach to reduce the loss. The correlative government documents, such as laws, bylaws, rules, regulars and plans, published by all levels of governments,and typical cases are the supports for the command-assignment. Considering the collected emergency plans, based on the classification of the latest emergency and the extracted general framework for emergency response, this paper proposes a method to construct the response mode of emergency quickly by building the architecture of standard-modes, and then we discuss the design of the system.
