Method of Systems Non-optimum Analysis In Crisis Management
A kind of theory surrounding with the system of crisis control, the systematical non-optimum method in crisis management, has been presented, and thereby the practice courses and results of mankind are classified by their natures into three categories: optimum, sub-optimum and non-optimum,and also, the way of seeing out the optimum system has been found out. It is considered that the non-optimum system does not exclude the targets and the results of non-optimization in practice. The formation of non-optimum system serves as the basis for existence of system crisis. Besides, the various characteristics and functions of the crisis system can be measured from the non-optimum system. By summing the practice, this paper has also come at non-optimum types and models of the crisis management. Finally, according to the previous practice of crisis system analysis, kind of method has been developed to approach the crisis control from non-optimum.
