Determining Goal and Selecting Indexes in the System of Traffic Safety Bottleneck Management
The safety situation of traffic in china is more and more serious since late 20th century. Application of the theory of constraint in the system of traffic safety is a good choice to deal with the problem for its economy and validity. We call this application as bottleneck management. This paper firstly introduces the theory of constraint (TOC) and safety management in the traffic system, analyzes the couplings of TOC and traffic safety management on the base of above work; then determine the goal of bottleneck management in traffic safety system after considering characteristics of the system and detects of original objectives; At last, select three operating indexes according to the new goal to guide the practice work. All researches of this paper are the foundation of bottleneck management in traffic safety system.
