A framework for Virtual Emergency Management Information Systems

This paper investigates the intrinsic uncertainty of emergency management and the major challenges of information system faced, a framework for virtual emergency management information systems was presented, and then a tentative step was demonstrated in the modeling ofa Provincial-wide Emergency Management Information system.
