摘要：

New university for regional innovation project is a huge national plan for strengthening the capability of regional university with strong intension to make a balanced development of provinces all over the country with combined engineering education of industry-university-institute-government. The objective of this project is to develop local industries for national competitiveness, culture excellent local brains, establish a local innovation system and prepare a basis for this system.
