Annual budgeting of full-time and flexible part-time nurses

We propose a model for annual nurse budgeting under non-stationary stochastic demand.Compared to the existing models, we introduce three new model components: distinguishment between short- and long-term demand uncertainties; modeling nursing workforce as comprised of full-time and flexible part-time nurses; and distinguishment between planned and unplanned days off. These three components contribute to the feasibility of nurse planning at the operational level and help nursing departments to provide continuous, stable quality of care.
