A FRAMEWORK FOR COST ESTIMATION OF LONG-TERM PAVEMENT WARRANTIES UNDER PERFORMANCE-BASED SPECIFICATIONS

In the United States, state highway agencies are faced with limited staff resources, inadequate funds,and increasing political and public expectations to deliver projects more quickly and efficiently. To meet this challenge, state highway agencies are expected to be proactive in pursuing innovative practices when programming and executing projects. One application area of such innovative practices is the implementation of long-term warranties under Performance-Based Specifications (PBS) to shift maintenance liabilities to the highway industry. Performance-Based Specifications describe the long-term performance of the finished work. As compared to traditional prescriptive specifications that describe how construction jobs should be done, PBS give contractors the freedom to select construction methods, materials, and mix design. In return, contractors are required to warrant the performance of their work for a given period of time. This paper reviews the state-of-practice of PBS and warranty contracting in the US. The paper also presents a model for cost estimation of long-term pavement warranties. The proposed model has been developed using Long-Term Pavement Performance (LPTT) data. Based on a probabilistic risk analysis of failures of performance indicators,the model can estimate the warranty cost at a detailed level. An example will be discussed to demonstrate the application of the warranty cost model.
