OPTIMIZATION OF MANAGEMENT STRATEGIES APPLIED TO THE FRENCH REINFORCED BRIDGE STOCK
The ageing of bridge stocks requires to balance management policies and governmental budgets. The objective of this paper is first to develop a prediction model to determine trends in the bridge stock evolution according to applied policies. The second step is to optimize management strategies which can be applied to the whole reinforced concrete bridge stock. The proposed approach is intended to provide to authorities a general method for managing their bridge stock. To highlight such an approach, application is made to the reinforced concrete bridge stock managed by the Highways Agency in France. The individual bridges are quoted by an overall value given by the IQOA inspection programme, representing a global quality level. Based on all the individual quotations, a prediction model is fitted in such a way that it provides the evolution of the whole bridge stock over time. Markov chains are used because they allow to build a non parametric discrete model. The paper details and validates the hypotheses for applying a Markov model, in order to determine the transition matrices between the different IQOA states. This prediction model is later used for including management strategies of the bridge stock and for carrying out an economical study. The management cost is then optimised in order to provide the most efficient management actions on the whole bridge stock according to different constraints.
