DEVELOPMENT OF AN INTERGRATED BRIDGE PRIORITIZING SYSTEM
Like other public facilities, bridges need extensive maintenance, repair and rehabilitation (MR&R) as they age year by year. Unfortunately, the financial resources do not always keep pace with the growing demand for funds for bridge MR&R. It is therefore imperative that those responsible bridge authorities make the best possible use of the limited financial resources for bridge management. In Taiwan, there are more than 25,000 bridges, in which 40% of them are over the age of two decades.Bridge authorities are frequently challenged by how they could effectively allocate the limited funds to the ones in more pressing need. Many factors could affect the decision on the priority of bridges. They include, but not limited to, the structural condition of the bridge, the service level of the bridge, the vulnerability of the bridge to the potential damages caused by earthquake, scour, corrosion, and so on.Usually the decision on the priority of bridges is made according to the rule of thumb. It lacks a more scientific and objective system for prioritizing the bridge for MR&R. This study proposes an integrated bridge prioritizing system forMR&R. Literature reviews and interviews with local bridge experts were conducted to determine the system framework and the factors to be included in the system. The scope of the proposed system, however, is limited to the bridges in the urban area. Four major factor categories are identified. They are the structural condition, the serviceability, the vulnerability, and the significance of the bridge. Each category is further consist of four to thirty six factors. Analytical Hierarchy Process (AHP) method is then employed for determining the weightings both among the categories of factor and among the factors in each category. Finally findings and conclusions are reported.
