Collective Innovation among Private Actors and Public Agencies: Case Study of China Commodities City
Collective innovation was introduced with the development of network theory and total innovation management, the collective innovation among private actors and public agencies would eliminate the loosely coupled coalitions drawback of traditional innovation networks, and could enhance companies capability to cope with the complexity and dramatic changes in environments. This paper described the possibility and necessity of collective innovation through the study of China Commodities City. Four development stages were identified in this paper under the constructive partnership among private actors and public agencies, they were, the development of Yiwu rural fair under the support of local governments four permissions and five cultivations policy; the foundation of China Commodities City under the separation between administrative duties of public agencies and markets management functions of private actors; the rapid growth with the facilitation of the collective innovation of China Yiwu International Commodities Fair and other favorable policies; international expansion under the circumstance of building the international city and industry transformation after IPO. This paper also provided the evidences that positive externalities, market uncertainty perceived by private actors, and the governance costs were key factors that would influence the formation of innovation network. Collective innovation would occur when private actions entailed significant positive externalities and when the market uncertainty and governance costs for contracting, coordinating, enforcing was high. The government, as an important public agency should play the orchestrating role in the collective innovations.
