A Balanced Scorecard Model for the Performance Measurement of National R&D Programs
Recently, Korean Government devotes herself to the expansion of scientific and technological capability nation- wide. As a result, the number as well as the size of national R&D program has significantly increased. However, a performance-based budgeting regime forces the government to manage the performances of all the national R&D programs, in conformity with respective mission and goal(s). This study suggests the Balanced Scorecard approach and a BSC variant as an alternative tool and discusses necessary conditions for proper application of BSC into national R&D programs.
