Efficiency Evaluation of R&D Input-output in Chinas Independent Innovation─Evaluation Based on Fuzzy Comprehensive Evaluation and Data Envelopment Analysis
The existing efficiency analysis of R&D input- output based on DEA is only applied to measuring the efficiency of several specific input units to certain output units. It fails to estimate the overall efficiency of output units of R&D to the evaluated units. In this paper, we try to coordinate the two models of fuzzy comprehensive evaluation and of DEA to evaluate the efficiency of R&D input-output in Chinas independent innovation. In this study, we use the fuzzy comprehensive evaluation on the efficiency of R&D output as the reference units of DEA to judge the efficiency of R&D input units. As a result, we find that in the past 8 years the output efficiency of R&D input is stable. In addition, the R&D inputs in the years of 2000, 2001, 2004 and 2005 contributed prominently to the R&D output.
