Study on How to Conform to Chinas Industrial Policy Adjustment with Innovative Policy:A Case Study in Molybdenum Industry
The Chinese government promulgated The Provisional Regulations on Promoting the Industrial Restructuring and The Guiding Catalogue for Industrial Restructuring (2005 Edition) in December 2005, which is not only an important act to optimize Chinas industrial structure and change its economic growth patterns, but also has significant strategic meanings to the healthy development of the molybdenum industry- a non-ferrous metal resources industry. Thus this paper takes a special case study in the molybdenum industry. After a general introduction of the industrial policy and the policy theory for its related industry, this paper mainly focuses on the case study in molybdenum industry. Based on the industrial policy adjustment, it explores the innovative measurements to conform to the features of the industry. In this paper, the author first gives us a general introduction and analysis to the present situation of the industry, and then the author studies and makes a summary to the significant problems in implementing the industry policy, after that the author makes a application study of the industry with the help of Theory of Large Scale Economy, Comparative Advantage Theory and Technological Development Theory. Finally, the author brings forward innovative countermeasures to make up the deficiency and hiatus of the present industrial policy. The above-mentioned countermeasures are based on the producing line of molybdenum mining, dressing and roasting which could be taken as the primary orientation to make good the molybdenum industrial policy. And the author hopes that China could become a molybdenum-producing great power but not only a molybdenum reserve great power with the help of these countermeasures.
