Analysis on Institutional Environment of Intellectual Property Rights for Industrial Innovation in Shenzhen
Intellectual property rights (IPR) is the fundamental and core factor in regional industrial innovation. Regional industrial innovation should be motivated and protected by IPR institution. Fair and effective IPR institution plays an important role in regional industrial innovation. This paper analyzes the functional mechanism and constructional route of IPR institution in Shenzhens industrial innovation based on field research. In order to accelerate Shenzhens industrial innovation, it is necessary to: (1) Establish IPR creation environment which gives priority to enterprises and which helps to integrate government, industry, university, research, capital and agency together; (2) Form IPR protection environment in which administration, judicature, industry and enterprises are integrated together; (3) Improve IPR service environment in which public service and agency service are combined together.
