How Might the Level of Innovation System Differ within Cross-borders? Evidence from Catching-up Process
That innovation systems how could differ in different context is one of the main topic in innovation system debates. Several areas of innovation systems analysis have given renewed attention during the last decade, particularly; with regard of distinction between developed and developing countries. Various innovation systems illustrate the agents and functions and the game in which innovations are emerged. Studying of such systems reveal that the innovation emergence in a context does not necessarily means the occurrence of similar innovations in other contexts. Most of these debates demonstrate that technological innovation in various countries differs in terms of actors, agents and also activities.This paper contributes to the area that how the innovation system in a country can embody the state actors and be at national while can be just at a firm level in another context and another country. This paper also examines the challenges of country in a catching-up process and demonstrates the activities which are the country try to perform in order to realize the commercialization of the innovation
