A Primary Research of National Innovation System Applying the Symbiosis Theory

The theory of national innovation system (NIS) has been an academic focus for the recent 20 years, on which many scholars from European countries, China and others have done lots of researches from various angles and have greatly improved the theory and its practice .The research intends to present a new perspective for the system applying symbiosis theory. This paper proposes that building NIS is to form the symbiosis body while enterprises, research institutions and education training organizations, etc. constitute its first level of symbiosis units (→U), and in turn, these units themselves consist of the second level elements. The ways that these units influence each other are the symbiosis modes (→M), which include the interaction model between different types of units and the interaction model between the similar units, of the national innovation system. And the factors outside these units constitute the environment (→E) of the system while E include mainly innovation culture, infrastructure, and policy environment formed by governments at all levels formulating kinds of policies. The evolutionary process of the above three elements jointly decide the features and performance of the innovation system (→S), i.e. (→S) = (→U ,→M ,→E ). The research also argues that a positive mutual act between the symbiotic units and the positive environment is essential for the development of the system, which can produce new energy, i.e. innovative outputs. More importantly, the development stage of NIS is divided into four periods and identified and evaluated in the symbiosis frame.
